After two alternatives were provided to the Russian broadcaster, Pervyi Kanal, in hopes that they would still participate at Eurovision 2017, Russia decided to bow out of the contest.
EBU offered to have the Russian entry, Julia Samoylova, perform via satellite because of her barred entry to Ukraine. The Russian broadcaster refused.
EBU also offered for Russia to choose an artists that did not violate Ukrainian law, even after the deadline. Russia refused.
Now Russia will not broadcast the contest this year, which may make them ineligible for 2018.
